The Vancouver Freshwater Eco Centre was created as an educational and tourist destination that shares the science of the Cowichan River Trout Hatchery with the history, culture and beauty of trout from earliest times to present.

To celebrate Year 2000, year of the dragon and the Canadian International Dragon Boat Festival in Vancovuer, Carter created 2000 dragons from clay, bronze and paper. These were installed at the Diane Farris Gallery in Vancouver and at the National Art Gallery of Malaysia.
